Welcome

This site provides the official codification of the general and permanent federal rules of the Union of Columbia. The U.C.C. is organized by title and is limited to the federal powers delegated by the States Compact and Constitution.

Federal Structure (Executive-Only)

The Union of Columbia operates with a small central government. Federal functions are carried out through executive bureaus. There is no standing federal legislature or judiciary; federal administration and enforcement are conducted under executive authority, subject to the Compact, written orders, and internal procedure.

Primary Federal Bureaus

§ 101. Executive bureaus

The following bureaus comprise the federal executive structure of the Union of Columbia:

  • Bureau of State (foreign affairs, treaties/compacts implementation, diplomatic coordination)
  • Bureau of Homeland Security (UC Coast Guard in peacetime, UCICS, UCSS, FERA, and related protection/enforcement)
  • Bureau of Defense (defense organization, militia coordination, limited standing forces)

Note: Each title is written to remain federal-only and limited to the Compact’s delegated powers. Where applicable, sections include clear rules on when federal personnel are exempt from conflicting state rules, and when they must comply with state process and local authority.
